This Is A Dock Side Shunter Steam Loco The Number #15 Porter Loco Was Bought By Strasburg But Strasburg Realized Its Water Tank Was To Small To Make The Route Without Filling Up Every Time The Route Was Finished So In 1999 They Revamped The Locomotive Into The Strasburg Thomas We Know Today .
