Soak Man, is the first robot master that was created by Neon Scratcher. He's the a robot for cleaning sewers and exploring the ocean. However, he is possessed by Snatcher, a ghost like being that collect contracts for souls. It's up to you to bring him back to his senses. Soak Man-EX act similar too his normal state, but he's more faster and creates shock waves on the ground ever time he jumps.
