Soak Man, is the first robot master that was created by Neon Scratcher. He's the a robot for cleaning sewers and exploring the ocean. Don't go close to him, or else he'll flood the room, which makes his battle even harder. His weapon, Soak Shooter, is more likely a one shot weapon, and acts like the Drill Bomb (from Mega Man 4). If he had the Double Gear System, he'll be using the Power Gear, and also be making huge waves.
