Rebuilt from the first war, after it was heavily damaged during a Shaggian orbital bombardment. The reason it's so tall was a past attempt to form some sort of UN/League of Nations, which failed miserably. After that, it was used as a hotel until the first war, where... yeah. Plans afterwards are to transform it into a hotel, however those plans were scrapped after the Bhugatans and Umbrans were discovered.
