use the z, x, and c keys to set low, medium, or high winds for the category (doesn't affect some costumes such as the depression) the trop slider adjusts "tropicality" (1 = tropical, 0 = subtropical, -1 = extratropical), and the category slider adjusts the category (-2 = remnant low, -1 = depression, 0 = storm, and the standard saffir-simpson categories after that). there are a few categories in the inside of the project that can't be accessed through the use of the slider (the invest and potential tropical cyclone categories iirc), but that's just to make the slider convenient to use. i recommend setting the winds to medium for the most part, as the color effects don't look great on some of the costumes (even though low winds are the default setting for the category 5 as it has three costumes).
