Each species loses only when next to 3 or more of its predator, e.g. when next to 3 or more rocks, scissors is beaten and replaced by rock. Paper is beaten and replaced by scissors when next to 3 or more scissors. Waves of rocks invade waves of scissors, waves of scissors invade paper. But weakening one species a bit actually helps it, in a surprising "enemy of my enemy is my friend" effect, also called the "hydra effect" (cut a head of this multiheaded creature and it only grows more heads).
