Prepare for dissent, civil wars and revolutions! FACTORS TO CONSIDER Manpower - Manpower is a ranking. 1 is the highest rank. In combat, this will determine how many sent units are lost in battle. This damage can be divided by your military level. Military level - The skill level of your soldiers. Improves through training, which costs a lot. Training gets more expensive the higher the level. Starting cost is 100. This factor divides units lost, which means you are more likely to receive wounded rather than dead. Cowardice - Multiplier of losses, though you are more likely to receive cowards rather than dead. Cowardice can be lessened through good administration. Warning: All values except national color must be raised above 0, or the combat test cannot run
