While Scratch 2.0, 1.4 and other actual older versions don't actually contain these loading screens, Scratch 3.0 is the actual first version of Scratch to contain the loading screen when loading the coding editor. Scratch 2.0 had a loading screen, but it was when you selected to load a certain project. Scratch 3.0 also has a project loading screen.
