No. TPOT 9 is a very creative episode, and the "zombie" challenge is actually very fun. You're right about some things, like the EXITors lore being good, the Just Not-ers being good, and the elimination zone looking good, but you are wrong about many things. You're nitpick about the childish drama is fair, post-Satomi TPOT has had a lot of useless and pointless drama, but I'm assuming you're also talking about the Eraser and Teardrop arc, which is actually pretty good. It builds upon Teardrop and Erasers character, and develops it more. Sure, they did sort-of knock it down with Teardrop getting eliminated, but it was good while it lasted. Also, the elimination was great. Golfball and Puffball were slowly becoming friends over time, and to see Golfball so sad really effected the elimination. And the elimination of Coiny was good too. And like @YourTypical_Newbie said, lots of character wouldn't have been able to majorly develop without a survival like episode. Also, about the showvember thingy, just no. You're comparing a joke show to a serious show, and showvember is just an average joke show half the time, so no, it's not more creative. So, no, TPOT 9 is not the worst episode, there are many other episodes who actually deserve that title, like BFDI 25.
Some points from YourTypical_Newbie. Also, your opinion is completely fine, I just wanna say how it kind of doesn't make sense.
