Alright, so ya want a story? Vail, after seeing those he's held close, (and even himself), die, has realized that he actually has to defend himself and the others he cares about, instead of just watching from the sidelines. He tells as many people as he can to evacuate (Thus, lowering the LV of the player when you encounter him), and chooses not to hold back when he fights, utilizing Fear and HATRED as often as possible. "This was your choice. Pay the consequences." This is also not the hardest possible event.
