Any minion could use those boots and the boost is 30%, but those with lvl 3 or higher can use 40% less energy and with a 50% more boost to their speed (passive) and the lvl 4 and 5 minions with these boots will gain an ability called superspeed, which causes them to use up 60% of their stamina to gain a 200% speed boost for 20 seconds (active).
