This is to tell if we are going to war or not. If we are going to war, then this will show a number 1 through 5. 1 being that we aren't very prepared for war, and 5 being that we are incredibly prepared for war. If we aren't going to war, then this will show 0, meaning that we aren't prepared for war. Only @gmandunn can access this.
