You can actually right-click most UI icons in Scratch to save them as vector images, which can then be imported as costumes! This only seems to work in the project editor (with the exception of green flag, stop sign, and full screen) but I could be wrong. Also, the Green Flag in the Costume Library is inaccurate to the actual Green Flag if you look closely enough. You're welcome.
