Yea, after The Player, Owen, and Pinky fell, Parasite saw Billy and assumed since his appearance changed, blue and pink paint must've dropped on him, so he went to clean it off of him I've been wanting to do an animation like this, I thought it show the cannon reason why his design will go back to normal
