Neon City used to be a place where monsters and humans would both live and work. But in typical human fashion they feared the monsters for their power to claim human souls so the humans sealed the monsters in Neon City and placed a force field around the whole area. Neon City has many areas as part of a biosphere with Neon City itself staying in the center while the ruins, snowdin, waterfall and hotland being seperated into quarters.
