The monitor always tells M-404 about those in the M-section who could be possibly endangering the environment of other M-section entities or other entities when it tells M-404 about the threat.
M-404 is based off of the M section entities of Vecter, he is basically the A-404 of the M section and hates all who are endangering the section.
