It's because not only does Scratch moderation suck, they also leave everyone's fates in the hands of 5 year olds who can't take a joke. Meaning people who should get banned, won't, and people who shouldn't get banned, do. In fact, I even made fun of this the first time I put Scratch Cat in one of my games.
