Though they are evenly spaced with different Objectives, (Artillery and/or Anti-Aircraft) To be honest, with the multiple forts in progress, the Alpine Confederacy will not have the resources or the ability to make them all at once, so they will be created one by one, if there is a surplus of workers then maybe a little more.
