You unlock this the way you would with Exploitation, but you need to beat every other song (including secrets and the other 2 anti-cheat songs) before it unlocks. If you attempt to unlock it beforehand, you get into a secret song. (YOU DON'T NEED TO COMPLETE THE SONG YOU GET IF YOU TRY TO ENTER EXACERBATE EARLY TO ACTUALLY PLAY EXACERBATE.)
