Move your mouse around and see what happens! The refresh rate may not be accurate because it has to clear the canvas every time after the time it takes to delay (depending on your refresh rate you chose). Also, unless your using a mod to run higher than 30 FPS on Scratch, I recommend you used 30 but it doesn't matter its not like its displaying super good graphics with high resolution.
