Ever since 1989, when a law was put into place from London (cat London >:D it's a much less advanced version of the city (the big ben is in ruins lol)) the law read that all cats must have their wings clipped, to avoid un-authorized moving/spreading of the plague. There was a major lock-down, caused by the train tracks shutting down :p so ye, some world lore. tea?
