Avalon is a young sailor who serves as Captain Ginevra's assistant (Will reveal later), when he saved Clocky, Snooze, Moonie, Lilo and Mark from The Blue Island, he told them about an underwater city called "Oceania", they decided to go there by using bubble helmets so they could breathe underwater.
