There is an escape hatch at the top of the big building. Just jump and touch it with your head to open it. Look for the small sign-shaped object. Move the character to it then click it. You will be transported to the mine. Now you have access to the Digger. To get back to the city, do the same thing again. If you are lost in the crowd press F. You will be highlighted in red.
