I'll be honest, im not sure about this design. the face looks off, and thats one of the more important features of this character. The tears look flat. Instead of doing a circle, I recommend doing a long streak of black across the face. (I recommend using Gold from Hypno's Lullaby as a good reference for that) The teeth look off, instead of using the line tool, try making an oval then pulling one of the longer points in with the reshaping tool. Then simply copy and paste the teeth until you get a full mouth.
I think darker colours would also work better. Just tips on how you can improve :)
