Since my last post gained some traction, I decided to return to the Treasure office to search for the cartridge. The office has actually been abandoned for years, and might even be getting demolished soon. Update: I've been searching for 2 hours, but haven't found it. In fact, most of the building has been cleared out and emptied. The only thing of notice I've found was this VHS with a crossed out label, saying Unreleased. I could slightly make out the crossed out text: "Virus Public Service Anouncement". I've searched far and wide for any mention of this tape on the Internet, but I couldn't find any, no matter how far I searched. The only things I could find were stuff about a series of blackouts in cities, but nothing about a virus. In fact, the government said that the blackouts were their faults, not any virus's.
I Shazamed the tape to get the song name. It is called "Motivation" by Andy Clark.
