CONTEXT: The Donetsk People's Republic and Luhansk People's Republic are unrecognized republics of Russia in occupied parts of eastern Ukraine's Donetsk and Luhansk Oblasts. They were created by militarily-armed Russian separatists in 2014 and initially operated as breakaway states until they were annexed by Russia in 2022.
