There is space for 20 kits, only 3 adopted litters at a time though, once they get to apprentices the kits will be removed and the next litter in line will be born or found and put in the nursery. You must've had a character for 2 months to have or find a litter and if you are carrying kits you must be within the range of 20-70 moons. You can adopt kits anywhere between 20-90 moons, there will be points where you might have to cut a kit or two from your litter because of nursery space but you can just wait if there are people before you with the right amount of kits. You just have to wait sometimes if there isn't space ok? It's just what happens. You also will have to take a break from your duties and live in the nursery until the kits are trainees. You may have up to four kits, no more and I guess less is ok.
