RULE 10: if you have a puppet state, 2/3 of their land is added to your landmass RULE 11: only single color nations. gradients and patterns are a hassle to deal with in bitmap. RULE 12*: no controlling other nations unless you united RULE 13: 1 person, 1 nation. the only exception is when nations are in unions. RULE 14*: no adding land RULE 15*: no adding more stuff (unless its troops or something)
