The USR will be an experiment to make a functional and democratic Scratch nation that will actually (try to) maintain peace. It will be controlled by the Cynopharon Empire for a period of time until it is ready for autonomy (which explains the "Puppet" flag).
I think I'm being a hypocrite by doing this...
