Tanner had connections with Clayton, and Clayton offered a big sum of money for Gail. That's why Gail always had a little grudge against Clayton, but they became good friends in the end. For Tanner, he just acted innocent, and Gail went "missing" to the police. The police interrogated Tanner, but they found no evidence against him, so the case was closed after a couple of years.
