No matter the size, New Jersey can be on the gates of Pittsburgh easily if the player uses complex rp, and in war, use specific geographical cities and such, and use a realistic size of the army, as well as army deaths. The only time it this rule is not in place is if you are fighting AI. Unions can have no more than three people, and six puppets. Alliances can have a unlimited number, however.
