After the surrender of Bruvka (See Operation: Punisher! by @Scratch_that_area52), a peace conference has been held at the same location as the one that ended the civil war where is now the 2PE and Saulia. The Second Treaty of Vingushka has been made in order to end the first man-to-man world war in Ottaworldian history. If all the countries involved sign this treaty, then the conditions will be put into effect thus ratifying it.
