On October 16th, 1991, Scratch Thames lost its weekday London Scratch Television UK broadcasting license and they announced they would cease operations and shut down permanently at 11:59pm on December 31st, 1992. The shutdown was witnessed live by at least 45,000 people, and one of them managed to tape the whole thing. Also, here's a little fact: as soon as the static begins after the transmitters are shut off forever, it is exactly 12:00am and 1993 has officially begun.
