The P.S.E. is the only nation on a chain of islands that has claimed territory. However, any nation or new nation can claim these isolated lands. They are free, just remix and show me where you want your borders. You have to come up with a flag and like I said earlier, borders. Also tell me the name and lore of the faction/nation. Only 3-6 nations can claim these territories.
