The reason why there's a PNG of Toc-Man instead of the real him is because that there are no vectors of his PAC-MAN World 1 design, nor has his model from PAC-MAN World 1 has been found yet, even if it was, I wouldn't animate it because I don't know how to do 3D animation, Tell me if you've made a Toc-Man vector or found the model of his PAC-MAN World design, I will credit you.
