Red Void is playing Game Builder Garage (in the interactive lessons; Lesson 6: Thrill Racer, to be specific), but he is forced, by Bob (the blue dot), to cheat by making the opponent's (AI-controlled) blue car (slightly) slower than the human player's red car...
This is actually how it is in Game Builder Garage; at one point in Thrill Racer (lesson 6 within the interactive lessons), Bob makes you make the opponent's blue car slightly slower than the human-controlled red car, which is obviously cheating. Also, it really helps that there's a Scratch mod (and real animation technique) called onion skinning. The music is the interactive lesson background music from Game Builder Garage.
