So I made art. that is actually good. But scratch kinda messed it up. Anyways, this guy is called a Squabble. He sells stuff and will randomly appear throughout the game. The ruby on his head, when equipped to you, makes you gain TP at lightning speed. However, to get it, you will have to fight this guy. If you win, he will give up his ruby. This guy will introduce the blue/orange bullets to you in the fight. He will attack with lasers from his eyes and his little flag.
Use this sprite, just give credit.
