When it gave a new look in 1981, the colours are dull and was not fixed. On the 2nd day of the 1981 look at 4:20PM, it has been fixed and the colours has been fixed. The reason that there it is a Black bar from the top, down, left and right because it is zoomed in since the 1st day of the 1981 look but zoomed out since it is fixed.
