It's hidden in the America Competes Act Ok, so, I found out more info and it actually just prevents you from moving animals across state and country border so, for instance, if you want to move, you have to leave your pet behind, it's still bad though, so you can help by visiting the link in the instructions, sorry earlier, I misunderstood something when I was reading the info and watching the videos.
