According to lore she was born in the 1950's and was 'relocated' into Rapture shortly after it's creation, there Andrew Ryan made her his first subject of EVE and ADAM, becoming in a sense, a little sister.
So she's an angelic Little sister Guardian. Now THAT'S complex
