He was new to the Metro City so he wanted to see if there were any other dogs around that he could make friends with. After a bit of strolling around the area, he encountered Max. Max was just sitting on a pile of boxes minding her own business, and then Charlie runs up to her startling her. He sits down, excited that he found another dog.
