Even when in turbo mode the top cat still moves the same speed because of the delta time. Unfortunately, this doesn't work on the Phosphorus player due to a bug. UPDATE: The new version of Scratch has changed the timer logic so the script made it halved the time, so it now works as an actual delta time!
