Okay, so this is my entry. I colored EVERYTHING and did the shading on Scratch. The only thing I didn't use Scratch for is the blue blurs. I'm pretty proud of this! Time took: About 55 minutes, I guess. I used a website called, 'Kleki' for the blue blurs.
