This is the New American English Phonetic Alphabet (NAEPA), a conscript simular to Nooalf, but it doesn't take over the world. This conscript was also discovered by MAPOER, Aarex and Alex. Aarex even made the NAEPA Symbols, which are characters based on this conscript.
