If a new member makes a new empire/country and he/she wants it to be in the ST Storyline, they need to choose one of the packages so it will be fair for new RPs (countries already in the storyline before this was made cannot use the code or pipe down their numbers) If a small RP that is already made but didn't enter the storyline wants to join as well they just need to make a reasonable number of military strength and weaponry
