For @Pixar2000 Viewers in the Isle of Man were disappointed to have Border Television as their ITV service, and argued that they should have their own service. So, in the 1968 franchise rounds, a new Isle of Man region was created. The sole applicant, a consortium of local Isle of Man newspapers, won the contract - and their service, called TeleVision Manx, began broadcasting at the end of July 1968.
