One of the rarest EAS in Scratchland. This EAS was only used in 2009 and 2010 and only was used 3 times. After 2010, the alert was replaced with a "Civil Emergency Message", and was issued by authorities, not the banking related police. This is a rare footage of one in December 2009. The truck was hijacked at 10:23PM and returned with no scratches at 11:29PM the same night. The person who safely returned the truck were given $5000, and had no injuries except a bruise that he got climbing out his truck.
