Here's your lovely tornado fennec, as requested! :3 As you see, I've drawn him a special suit, a twister suit. It features transparent areas in the chest / tail funnels, while the rest is made from a flexible material, so that he can still be flexible while wearing it! So, the purpose for this suit is to make him not suck up stuff when in urban areas for example, or when he wants to play with other foxes. With the suit on, he cannot suck up anything! If he doesn't have a suit probably he wants to suck up vegetation or pick up dust. He's a tornado anyway! ;3
