If you are following me, then you may have realized that, on all of my projects, I say that people can use my content if they give proper credit. The main reason I do this is because I don't care if people use my stuff, and am actually quite happy when people can find new creative ways to use it. However, when some people post a piece of art or music or whatever onto the internet, they may be doing it just to showcase their work, and don't actually want anyone using it, or at least not without permission. Some websites, that is fine, but I am sorry to tell you that Scratch is not one of them. I personally don't have a problem with people wanting permission to be granted before their work is used, but apparently the Scratch Team does. If you are curious about what I am talking about, look at the following article: https://scratch.mit.edu/terms_of_use (Check 4.3 for understanding) "All user-generated content you submit to Scratch is licensed to and through Scratch under the Creative Commons Attribution-ShareAlike 2.0 license. This allows others to view and remix your content." What this means is that, when you post something on Scratch, it is instantly put into Creative Commons, meaning anyone can use it as long as credit is given. YOU ARE NOT ALLOWED TO TELL PEOPLE OTHERWISE!
