Mostly because of the sunrise. - She's a mage. She has the natural ability to work with a type of magic only humans can, though it tends to be finicky and best results come when you are using a staff or a time gem to keep your spells suspended. Most of her staff is covered to keep the runes from activating, and she isn't allowed to cut off the wrappings unless she's in a deadly situation. - She's friends with lots of mages, since she has a very bouncy personality. She's also a really high rank for her age, thus the staff. Recently Frisk used her Ingems though, so she's waiting for some new ones. - Frisk was the closest to the problem when Chara sent out a distress call, and she and her uncle hurried to get there in time. Unfortunately, they were too late.
